Default varying signal strengths from radar

I am getting varying signal strengths from radar in different cars (Ka band) sometimes directly across street with low signal readings. I do not know how some of the radar units work. Is there a different setting that is used by the radar units (Police cars) like low medium high standby that varies the signal strength?
