I trust you'll be doing your install inside? As it's currently freezing raining up in PA.
The key determining factor on Veil application longevity is proper pre-application preparation which is another way a saying make sure that your surface is thoroughly cleaned (perhaps with rubbing alcohol) or if its a headlight lens cover that any waxy polymer buildup is thoroughly removed (with something like 3M's Perfect-it).
If your headlights are cloudy or yellowed (due to unprotected UV damage), then I would recommend a UV-damage restorer (available at any decent auto retailer, like Pep-Boys, AutoZone, etc.).
Veil has a particular affinity towards adhering to plastic covers like an Ontrack laser shield or photo blur (two products I would heartily recommend) meaning that long-term adhesion should literally last
years.
On my personal BMW 5 series vehicle, Veil had lasted nearly six years until a dear took out my headlights requiring their replacement. Our manual states six months, but we were being very conservative when we estimated its longevity early-on. We have found that Veil, if applied properly, can last far longer.
I would recommend that you apply Veil G4 only to one side unless you apply it very very lightly because if you go too heavy, the plate cover may appear unnecessarily too dark (often the case with individuals who "complain" about how dark Veil is). More isn't always better with Veil G4.

As an owner of a 91 heavily modded Vette, I sure can relate to your experiences.
In fact, just last week, I am afraid I got tagged by an unmarked MD trooper who was driving a black SUV that I inadvertently blew by on I-270 towards DC. Although it was an extremely difficult shot for him to take during a relatively heavy amount of traffic, he managed to tag me in the rear with an instant-on blast of KA. Needless to say, I was toast.
Oh well, you can't win 'em all.
Like your C5, my black C4 also has retractable lights and yes it makes a huge difference. I wouldn't expect you to have an issue with your fogs with a Veil treatment as "heat" is in the FIR and police laser is in the NIR.
I hope I answered all of your questions sufficiently and that your install goes well today. I would only recommend that you do it inside given the outside weather conditions (at least as they are here).
