That's certainly possible, including the potential of the fender.
One of the earliest LI videos that came from individual stateside hobbyists, on a late-model Corvette and a late-model Viper, I believe, showed PTs via the front and rear fenders on the near side, at very close ranges, for a front and rear run, respectively.

+1 to both counts - and it's pretty much confirmed by
steagall's own reply above, where he "dissected" his mounting/placement concerns - which is why I wondered if he'd either be willing to cut into the front bumper skin to effect better/bespoke jammer placement or, alternatively, as my follow-up post above questioned, go to an aftermarket front bumper skin solution, which may allow for more optimized jammer head placement.

Scott, I'd be willing to bet ya a Jack Daniels that if you simply Veiled your headlights you'd likely get better laser jammer performance with two heads (or perhaps three at the most) than with going with five without Veil. Your situation may actually be a proof for why simply adding more output power in and of itself may not be the issue, particularly if they are not entirely in-phase with each other (are you actively running more than one control module at the same time? If so, you may be destructively interfering with your own destructive interference!)

The destructive interference is a worry of mine, too, given his system's use of two control boxes, as well as the fact that, I just now realized with his follow-up posts, that they're not of the same revision.
Regardless of such concerns, though, I would also be willing to bet that VEIL should definitely his headlights, which are not only very generously sized, but also are at such extremes of the frontal profile in terms of placement, and I think that his data in the post prior speaks somewhat of such concerns.

It's not just getting lucky - considering how easily possible it is to simply and truly accidentally pan-over during handheld targeting, as mandated by many departments SOP, this is a very worrisome and very real possibility.
Theoretically, adding jammer heads in such areas should not be too hard at all, given the pre-existing wire runs that now exist in most vehicle's door and door-jambs, as well as the fact that there are many aftermarket external rearview mirror solutions on-market that would have more than enough space, even WITHIN their bodies, to house the jammer head.
Aesthetically, not only would such solutions prove to be superior, but it would also aid in visual concealment from enforcers and/or thieves, if one could "embed" the heads within pre-existing LED or even incandescent-based turn-signal's "lens" areas.

steagall, I'm just glad to help a fellow motorist and hobbyist - and just as truthfully, I really do *not* have overwhelming knowledge about either police LIDARs nor their countermeasures, I just try to piece together the information that others have been so kind as to share with the rest of the community, that's all.
And as for sales? I'm the absolute worst possible choice.
I'm brutally honest, and I always point out the good with the bad, no matter what.
"Ownership pride" does get to me, sometimes, but it's very, very rare. I'm usually able to divorce that feeling quite nicely.
