Police Ticket Quota?

In Texas it's against the law for a Police Department to have a ticket quota. Well I guess someone forgot to inform this officer.

Quotas are illegal in California.

But... having a law eliminating quotas doesn't necessarily eliminate them. I read an article a while back that talks ways police in Pennsylvania put quotas in place, even though they were illegal.
