You’re on the right track. I first tested a radar-attenuating car bra in 1990 and it had a measurable effect on radar range versus this bra-equipped Porsche 911. By 1995 however, the proliferation of Ka-band radar had outstripped the foam’s X/K-only capability.

But with newer materials this is definitely an idea that could be resurrected. Let me know if you need any help with your project.
