How does Speed on Green actually function?

Am I correct in understanding the pretty much all current red light camera systems have this capability already built-in and it's pretty much just a matter of time or political climate when these additional functions can be simply turned-on at the discretion of the (for profit) commercial owner/operators of these Red Light Cameras?
