On cars w/ full plastic grills, is it okay to mount the heads behind the plastic? Or do they need to be 'cut-in'? I have seen most heads mounted behind grill plastic and people swear they work fine.

Do you think the grill blocks a great deal of the beam?
Radar is not affected by plastic however laser is somewhat so it will be interesting to see the real world performance of them. The pro installer I talked to installs behind the grill plastic.
