In most states there’s no requirement that an officer must be on public property while checking speeds. But it’d still be worth checking PA law.

Vehicle ownership isn’t crucial, so long as he correctly identified the driver who was cited. So you’re unlikely to get a free pass on those issues.

Your speed was clocked using a Kustom Signals Tracker, a time/distance computer. I've been using the Tracker since its introduction in 1995. It’s more difficult to use than radar or laser but excels in picking out one vehicle from a pack, as it did in your case.
