I'am not exactly sure but that could have been a officer shooting laser through his windshield and calling down the road to another officer a description of the vehicle speeding. Then again they could have been sitting there to just slow people down. I see that alot. If your radar detector/laser jammer doesn't go off then its just them monitoring.
