Question

the City is actually taking over the running of the cameras themselves and are essentially subcontracting it to ATS.

The new ATS cameras are up and mounted on seperate poles right next to the old Redflex cameras. Redflex poles will be taken down later. Initially it looks like they are using the same induvtive loops in the pavement surface for speed measurement.

As regards whether Redflex or ATS are running the show it's pretty academic. This may be completely wrong but for some reason I seem to remember reading years ago that ATS were have huge financial difficulties and that Redflex bought ATS out but kept them running as a going concern.

I don't have time to check it out just now but it might be interesting to see if Redflex still own ATS. It would certainly be an issue for any city that was only considering RLC bids from Redflex and ATS. Surely there would be the potential for a huge conflict of interest and the possibility of bid rigging.

Just a thought.
